2. BACKGROUND

Oya will be one of the largest hybrid energy projects in Africa considering the technology mix and size. The 128MW Oya Operations Hybrid facility will offer dispatchable renewable energy for the RMIPPPP programme. The Project will utilize co-located wind turbines, solar PV arrays, Lithium-Ion batteries and a hybrid controller that orchestrates all three technologies to provide dispatchable power to the grid as and when needed. The Hybrid Project has a total contracted dispatchable capacity of 128MW.

3. JOB PURPOSE

 

  • The Construction Manager is responsible for the hybrid plant construction and CD support

4. KEY RESPONSIBILITIES/ACCOUNTABILITIES

  • Implementing HSSE program and supervision in the Project Company and Owner’s team and leading the HSSE culture at the site in conformity with Project Company and Stakeholder targets
  • Delivering the asset on time, on budget and to the required standards of health, safety, environment and quality by fulfilling contractual requirements and design specs and to deliver 20 years of reliable and sustainable operation.
  • Monitoring, coordinating and reporting multiple Contractors’ activities at site and during the design review phase, as well as challenging and negotiating with the EPC contractor when deviations arise, with a view to defend the best interest of the Project Company and shareholders.
  • Directing the Owner’s Engineer team at site.
  • Ensuring a smooth and timely completion of all interface activities/information exchanges between all stakeholders (including but not limited to project partners, local communities, external parties) and stakeholder management / Logistics management for both sites.
  • Will follow up on plant construction together with the assistance of the Owner’s Engineer to ensure that it is performed properly in terms of quality, schedule, and budget, in line with respective Agreements of each Contractor and PPA.
  • Has responsibility for HSSE implementation in the Project Company and Owner’s team and in leading ENGIE’s strict HSSE culture at the site OYA Operations site, with the support of HSSE Manager.
  • Monitors the work at site and liaises and coordinates the efforts of the Owner’s Engineer, local contractors, local authorities, interface partners and the Contractors, as Owner’s Single Point of Contact (SPOC) on site.
  • Manages the technical and schedule interfaces between the different contractors are aligned in conformity with the contracts and the needs of the project.
  • Organizes and chairs the construction and progress management meetings with all the contractors to handle progress and all outstanding issues.
  • Respect governance rules and delegation of authority as decided in the Shareholder agreements.
  • Timely reports technical variances to the CD and proposes jointly with the Owners Engineer mitigation and alternative solutions.
  • Report and present issues related to construction and commissioning during Project Company Board meetings and any other similar forums.
  • Ensure that any agreed corrective actions to mitigate the impacts of any variances are planned and implemented.
  • Will monitor and keep updated the overall construction schedule of the Project by integrating the Contractors’ schedules with the schedule of permits, authorizations to be obtained, and other contractual obligations to be fulfilled.
  • Will lead technical and contractual meetings with the Contractors, Offtaker, utility suppliers, environmental authorities, and any other key stakeholders.
  • Will timely review the organization & logistics implemented during construction phase to avoid delays.
  • Will direct the work of the Owner Engineer during design review and construction supervision and assess/manage their performance. Will chair selected design review meetings with Contractors and Owner’s Engineer and take technical decisions with the support of the Owner’s Engineer.
  • Will review the commissioning procedures received from the Contractors.
  • Will issue the commissioning procedures on behalf of the Project Company based on the Contractors’ procedures.
  • Will understand all contractual test procedures, particularly Performance Test procedures/reports and coordinate/issue reports to the Offtaker with the support of Owner’s Engineer based on Contractors’ reports.
  • Works in partnership with the Project Company’s HSSE Officer(s) to ensure the Contractors implements HSSE measures onsite and offsite in accordance with the contract and local legislation.
  • Will assist the CD in contractual/commercial issues under the PPA.
  • Will analyze request for any change/variation orders received from the Contractors and Service Providers and provide recommendations to the CD.
  • Will handle technical issues onsite and offsite during the construction period with support from the Owner’s Engineer and advise.
  • Will interact with the Lender’s Engineer, Insurance Advisers, and Operation & Maintenance teams, or their representatives.
  • Will issue weekly and monthly progress reports to the Project Company as well as comply with ENGIE Group reporting requirements.
  • Will write technical memorandum summarising issues as and when occurred during design review and construction phase
  • Will supervise the issuance of the milestone completion certificates, invoices, mechanical completion certificates and punch list of the different contractors.
  • Will formally handover the Project to the Operation and Maintenance Team and ensure smooth mobilization of and transition to the O&M Company.
  • Will host various internal and external visitors at site (ENGIE, partners, lenders, authorities, etc.) and write formal communications or technical letters to the stakeholders (off-takers, contractors, suppliers etc.)
  • Is responsible for the management of the site office of the Project Company including use thereof by the Owner’s Engineer.
  • Shall work in close collaboration with Project Company CD, CEO and ENGIE teams.
  • Will manage the relationship with the local communities.
  • Will ensure that all economic development commitments made at bid submission are achieved.
  • Will be very familiar with IPP project structures, project finance documents, utility-scale EPC contracts and PPAs
  • Timely reports all contractual/commercial variances to the CD and CEO of the Project Company and proposes mitigation or alternative solution.
  • Will assist CD in writing contractual letters to EPC Contractor, Offtaker and other interested and involved stakeholders.
  • Will identify/anticipate deliverables to be given to the Offtaker, authorities, sponsors and lenders in due course.
  • Will issue the letters to the Offtaker concerning contractual obligations under the Offtake agreements.
  • Will coordinate smooth progress of commissioning and testing with the Offtaker and Dispatch Control Centre.
  • Will assist the Project Company in claims management to and from the Contractors and any other Service Providers.

5. QUALIFICATIONS, EXPERIENCE AND SKILLS

Educational Qualification:

  • Bachelor’s Degree in Civil, Mechanical, Electrical, Chemical Engineering (NQF 7).
  • Additional qualifications and registrations would be advantageous (HSE, project management, finance, business management). 

Experience:

  • Minimum 10-15 years' experience in construction of renewable utility scale power generation projects and site experience (PV, Bess,Substation,OHL...).
  • Good knowledge of renewable energy sources, construction of power plants and associated technical and contractual understanding.
  • Experience in South Africa would be advantageous

Skills:

  • Ability to work in broad cultural spectrum
  • Ability to communicate well with all stakeholders, both in writing and verbally.
  • Ability to multi-task and work under pressure.
  • Ability to lead multiple teams.
  • Having no restriction to travel domestically and internationally between construction sites/workplaces and manufacturing sites.

Funciones:

  • Supervisar y Coordinar la ejecución de los trabajos eléctricos de los proyectos que se le asignen, con el fin de asegurar el cumplimiento de la ingeniería aprobada para construcción, en función de las especificaciones contractuales, buenas prácticas de construcción y las normas, estándares o recomendaciones aplicables
  • Revisar documentos de ingeniería, procedimientos y protocolos en la construcción que involucren especificaciones y diseño de instalaciones y equipos eléctricos de los proyectos, para asegurar un entendimiento de la obra, correcta construcción y cumplimiento de los hitos definidos
  • Supervisar programa de obras de los contratistas, con el fin de asegurar el cumplimiento de las actividades definidas, identificado desviaciones, generando alertas, o realizando las acciones correctivas, elaborando reportes diario, semanal y mensual de las actividades realizadas, y proveyendo información para la toma de decisiones
  • Revisar los protocolos y procedimientos de trabajo tanto internos como de los contratistas, con el fin de velar por el cumplimiento normativo, poniendo especial énfasis en aspectos de salud, seguridad y medioambiente como así también en aspectos de diseño antisísmico, contribuyendo al cumplimiento de la ingeniería y especificaciones aplicables
  • Supervisar y Realizar el cumplimiento de los estándares de calidad, seguridad, medio ambiente, permisos, relación con stakeholders, y gestión de riesgos, así como el seguimiento de los indicadores, para asegurar la continuidad de las operaciones conforme a las normativas legales y políticas de la GBU y la compañía

 

Requisitos del cargo:

  • Formación Académica: Ingeniería Civil Industrial, Eléctrico, Mecánica, o de especialidad, o equivalente por experiencia
  • Conocimiento en montaje de equipos, tendidos y conexionados eléctricos en proyectos de Generación compuestos de Planta, subestación elevadora, línea de transmisión y subestación de interconexión

  • Realizar un correcto seguimiento del proceso de montaje mecanico, revisando estado de cada uno de los documentos junto con control de calidad, notificando cuando sea necesario a Jefes de Proyecto y Site Manager cualquier desviación que ocurra
  • Controlar el cumplimiento de los procedimientos y estándares definidos en la Gerencia para la ejecución del montaje de los proyectos
  • Coordinar el desarrollo de construcción entre los diferentes Contratistas y Áreas de gestión del proyecto, gestionando/visualizando eventuales interferencias que pudieran afectar el logro de sus objetivos
  • Ser la interfaz entre Los Contratistas y el Mandante, llevando el seguimiento del montaje del Proyecto a cabalidad

Funciones

  • Coordinar y Supervisar las actividades de soporte durante la ejecución de cada obra asignada, dentro de instalaciones existentes o en nuevas instalaciones, con el objetivo de asegurar el cumplimiento de los objetivos fijados en acuerdo con los estándares de calidad, seguridad, KPI´s, gestión, políticas, procedimientos y presupuestos definidos.
  • Representar al área en terreno para cada alcance asignado en términos de comunicación y liderando las reuniones de obra, con el fin de velar por el cumplimiento de las políticas y lineamientos definidos, contribuyendo al cumplimento de los objetivos en la ejecución de los proyectos en función a los estándares establecidos y la estrategia corporativa.
  • Conocer y Revisar los estados de pagos o documentación financiera inherente al Capex y Estimación de presupuesto para el proyecto asignado, con el fin de contribuir al cumplimiento del presupuesto, monitoreando todos los costos involucrados en el desarrollo de la obra, participando del seguimiento económico del proyecto, e identificando posibles desviaciones proveyendo de la información financiera inherentes de estos.
  • Recibir y Difundir las políticas de calidad (QA/QC), con el fin de asegurar la comunicación, velando por el cumplimiento de esta en términos de estándares definidos, previos, durante y posteriores a cada actividad de construcción.
  • Realizar el seguimiento y la supervisión del avance de la construcción de cada proyecto asignado, con el fin de asegurar el cumplimento del programa definido, velando por las metas de seguridad, medio ambiente y calidad, generando reportes de rendimientos y gestión del proyecto, a la jefatura para la toma decisiones o acciones correctivas.
  • Supervisar la ejecución de acciones o compromisos locales con StakeHolders para el proyecto asignado, con el fin de asegurar la ejecución de las actividades asociados de acuerdo con el plan.

Requisitos

  • Formación académica: Ingeniería Civil Industrial, Eléctrica, Mecánica, o de especialidad, o equivalente por experiencia.
  • Nivel de Inglés Ingles Intermedio para entendimiento de manuales técnicos y lectura y comunicación escrita en ingles
  • Experiencia en el  cargo de mínimo 5 años de experiencia en puestos similares en cuanto a responsabilidades y disciplinas en proyectos de transmisión al sector eléctrico e industrial de mediana y gran escala, manejando equipos multidisciplinarios.
  • Experiencia laboral total de al menos 8 años.
  • Deseables conocimientos de terminología y Procesos PMI

We are seeking a skilled Solar Asset Manager to oversee the performance and management of our solar energy portfolio. The ideal candidate will be responsible for ensuring operational efficiency, optimizing asset performance, and maximizing the financial returns of solar projects.

 

Key Responsibilities:

  1. Monitor and analyze the performance of solar assets to ensure optimal energy production and efficiency.
  2. Develop and implement operational strategies to enhance asset performance and reliability.
  3. Manage relationships with third-party service providers, including O&M contractors and performance monitoring services.
  4. Conduct analysis and reporting on asset performance, including budget forecasting and variance analysis.
  5. Collaborate with engineering teams to identify and implement technical improvements.
  6. Ensure compliance with regulatory requirements and industry standards.
  7. Prepare regular reports for stakeholders on project performance, risks, and opportunities for monthly review meetings with the management.
  8. Assist in the acquisition and due diligence processes for new solar projects.
  9. Stay updated on industry trends, technology advancements, and market conditions.
  10. Should be well versed with DSM and other regulations.

 

Qualifications:

 

  • Bachelor's Degree in Engineering, or a related field. Master's degree.
  • 6 to 8 years’ Experience with project management and O&M practices in the solar industry
  • Strong analytical and problem-solving skills with the ability to interpret data and draw meaningful insights.
  • Proficiency in project management and change management methodologies.
  • Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels of the organization.

  • Finalise land lease agreements, in compliance with local regulations and laws
  • Collaboration with various internal local and international stakeholders to finalise the contracts with land aggregators
  • Responsible for managing local communities and stakeholders
  • Detailed understanding of the relevant regulations for renewable energy projects;
  • Ensure all land-related activities adhere to legal requirements and permitting processes.
  • Lead land acquisition during the project development and construction phase, and provide support to the O&M team for any land related matters.

  • Ensuring internal approvals for payments to the land aggregator, land owners etc.

Successful Applicant must have:

 

  • Minimum 10 + years of proven experience in land acquisition in the renewable energy sector
  • Thorough understanding of connectivity regulations, land acquisition and regulatory frameworks in select states and have experience of handling end-to-end Land acquisition
  • In-depth knowledge of land laws and connectivity regulations in Rajasthan, Gujarat, Madhya Pradesh, Karnataka, Tamil Nadu etc.
  • In-depth knowledge of project development processes, including site selection, permitting, and construction within the solar / wind / other RE projects.
  • Effective communication and negotiation abilities to work with stakeholders at all levels
  • Ability to work collaboratively with cross-functional teams and build positive relationships with external stakeholders;
  • Willingness to extensively travel and temporarily base within the assigned regions to ensure timely aggregation of targeted land parcels.

Purpose of the Job

 

Deliver growth and asset rotation objective in compliance with existing Business Development procedure, strategy, and Group’s investment criteria in the geography.

 

Key Accountabilities / deliverables

 

•Responsible in the growth of business development activities in renewables together with a team managing related commercial functions like procurement and predevelopment activities.

 

•Maintain in depth knowledge of all Business Development activities and regulatory space in India through active engagement with various stakeholders in the country.

 

•Internal documentation and approvals of projects

 

oEnsure compliance and contribute to the smooth approval process.
oReview, validate and signoff all Business Development projects documentation.
oPresent and defend project on behalf of India at AMEA and Group level.
oPost FC or close of acquisition, organize handover.

 

•Analyze and present business/project loss case and draw conclusions and learning for future development.
•Lead various agreements Connectivity and ISTS sharing.
•Do the strategic analysis of the ISTS network margins and securing the connectivity while also supporting the project development team for preliminary DD, in line with BD strategy.
•Selection and high-level management of partners, contractors, customers, off-takers, regulators, suppliers, and other project stakeholders

 

Organizational:

 

•Contribute to preparation of periodic lookbacks.
•Organize and have Business Development meetings to perform reviews.
•Ensure timely and adequate reporting at AMEA and at Group level.
•Organize and follow up ad-hoc audits.
•Contribute to the yearly budget development plan (CAPEX, manpower and development budget)
•Plan and organize work to meet individual, team and departmental objectives whilst achieving quality and value for money.

 

Qualifications:

 

•Bachelor’s Degree in Engineering
•MBA preferred

 

Skills and experience:

 

•6-15 years of Business Development experience in the Energy sector, mostly in renewables (Wind, Solar, Hybrid projects)

 

•Ability to communicate and present to senior management in an articulate manner

 

•Be a team player and manage cross functional projects teams, whenever required

 

•Tech savvy and proficient in MS office suite

 

•Advanced level of English (written and conversational). Hindi is an advantage

 

•Excellent presentation skills required - including ability to summarize complex issues to facilitate decision-making

 

•Knowledge of Solar, Wind, Hybrid Projects, transmission, and trading market. trading

 

•Solid understanding of financial metrics / evaluation methodologies for renewable energy projects in a competitive process
