Performance & Controls Engineer

The Role:

 

We’re seeking an experienced Performance, Controls and Regulatory Engineer to develop a compliant regulatory program and commission renewables generating facilities’ SCADA systems and to meet the requirements of the Security of Critical Infrastructure (SoCi) Act.

 

The incumbent will be accountable to the Head of Operations and will be based at our Pelican Point power station.  Travel to other sites within SA will be required.

 

This is a full time role and reasonable requests for part time work will be considered.

 

 

Key Responsibilities:

 

  • Develop and manage a compliant program to satisfy the requirements of ENGIE’s Industrial Cybersecurity requirements and the Australian Security of Critical Infrastructure Act (SoCi)
  • Assist with commissioning new renewable assets generating facilities SCADA and control systems.
  • Develop and manage a control improvement plan.
  • Manage generation Licence regulatory compliance requirements.
  • Monitor renewable assets performance and identify improvement opportunities
  • Develop and implement asset management plans, incorporating detailed plans for optimal performance and performance monitoring.
  • Contribute to the external and internal audit programs.

 

 

About You:

 

To be successful in this role, you will have experience with the implementation of electrical system management systems and have understanding of regulatory compliance requirements and management system development.  You have previously monitored asset performance and have identified and implemented improvement opportunities.

You can ensure accountability, communicate effectively and manage complexity.

JOB PURPOSE

 

  • To support business development activities in South Africa and the rest of Africa contributing to project delivery and management.
  • Responsible for ensuring that all projects remain compliant in accordance with all applicable legislation, codes, and guidelines in alignment with the International Finance Corporation (IFC) Performance Standards.

Key Accountabilities

Key Activities

Environmental Permitting

  • Manage the EIA process from site selection to final approval to ensure compliance to relevant environmental standards
  • Management of EIA activities between consultants, landowners, governmental bodies, etc. to ensure the EIA process runs on time and within the prescribed budget
  • Renew and amend environmental authorizations to ensure permits remain valid and relevant to technological advancements
  • Prepare permit applications and agreements as needed by regulatory agencies to ensure projects follow local law

Bid Coordination: Environmental

  • Review bid documents to understand the requirement and deliverables of the tender.
  • Manage and appoint EAPs for bid submission and FC requirements. 
  • Develop a checklist based on environmental deliverables to track and delegate tasks and responsibilities through the team/consultants
  • Monitoring team deliverables to ensure all task are submitted on time to ensure the successful submission of the bid
  • Review and collate the various deliverables to ensure all bid requirements are provided.

Environmental Management of Construction and Operational projects

  • Assists with provision of Environmental input into EPC/ O&M Contractor’s contract to ensure that requirements are clearly stipulated
  • Maintain environmental permits and licenses to ensure project is operating within authorized limits and within ESMS
  • Investigate environmental accidents and propose corrective actions.
  • Manage the ECO during project construction phase to ensure compliance with environmental permits
  • Manage the LTA during financial close and construction on environmental related matters
  • Provide guidance and direction to onsite management to ensure environmental compliance and best practice measures are implemented
  • Prepare feedback reports and presentations to management.
  • Review and approve monthly ECO reports to ensure the report is accurate and reflective of site conditions.

Environmental Management of Construction and Operational projects

  • Review EPC contractor monthly reports to ensure activities and mitigations proposed are in line with environmental requirements
  • Monitor action taken by EPC contractor to resolve all open issues, take necessary contractual action if necessary.

Reporting

  • Collates, analyzes and summarizes environmental information and trends for relevant projects for reporting purposes.
  • Prepare Environmental information for Steerco and ESG Subcommittee meetings
  • Report on environmental performance across various platforms and to various stakeholders
  • Prepare board slides
  • Provide input into steerco meetings
  • Contribute to monthly progress reports to lenders.

 

 

QUALIFICATIONS, EXPERIENCE AND SKILLS:

Essential Qualifications:

  • Degree in Environmental Management.
  • SAMTRAC or NEBOSH Certification.
  • ESMS Implementation and Auditing qualification at a recognized institution.

Experience And Skills:

  • 6-10 years working in the environmental, health and safety sector with a minimum of 3 years in the renewable energy sector where such experience has been obtained during the construction and operations phase.
  • Extensive knowledge of IFC Performance Standards, legislative requirements and the EIA process
  • Experience working with a multinational company would be desirable.

Language:

  • English Language
  • Excellent communication skills both written and verbal.

  • Identify predevelopment opportunities and enable an early position for the group.

Degree

  • University Degree in Engineering, Finance or Economics;
  •  International MBA is a plus.

Experience

  • Minimum 6 years’ relevant working experience in the Energy sector;
  • More than 3 years of BD experience;
  • Experience in South Africa’s Private PPA programmes;
  • Good understanding of the typical bid requirements for the renewable energy industry;
  • Preference in experience in bringing projects to financial close with a specific focus on PPA negotiations and project finance exposure.

Language

  • Fluent in English, knowledge of other language(s) is a plus;

Specific Knowledge / skills

  • Detailed knowledge of energy markets in South Africa;
  • Renewable Power technologies including Solar , wind and Batteries;

JOB PURPOSE

  • As a Junior Business Developer in Renewable Energy, your mission is to contribute to the growth of our renewable energy portfolio by identifying and securing innovative projects and technologies. You will work closely with the Senior Business Development, collaborating with internal teams and external partners to drive business opportunities forward.

  • Identify and evaluate renewable energy technologies and business opportunities.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Degree

  • University Degree in Engineering, Finance or Economics;

Experience

  • Minimum 2 years’ relevant working experience in the Energy sector;
  • Experience in South Africa’s Private PPA programmes;
  • Good understanding of the typical bid requirements for the renewable energy industry;

Language

  • Fluent in English, knowledge of other language(s) is a plus;

Specific Knowledge / skills

JOB PURPOSE

 

The project Developer strategically manages the development of Renewable Energy projects. He oversees the project development compliance of large -scale utility solar PV and wind projects, site identification and screening, land lease negotiations, electrical grid connection capacity and permits licenses.

He manages the technical development and permitting ( Environmental impacts) of new opportunities and projects in the permit stage and sourcing for future greenfield developments that caters also for future Battery storage. Overseeing projects from inception to BID preparation ( Initial Risk Matrix Analysis pre – RFP, PPA compliance and Project due diligence).

The Project Developer will assist the Business Developer with bid preparation in order to ensure compliant bids. As a Project Developer, you will liaise with a raft of stakeholders – landowners, advisors, developers, service operators, suppliers, and local councils. Also , you will work fairly closely with the finance, technical and legal teams.

The Project Developer  is  a highly commercialized  role as such , understanding the energy landscape is a crucial component and analyzing  where the opportunities are, and what factors could impact the success of a project.

 

Key Accountabilities

Key Activities

Site selection

  • Performs the following studies to ensure commercial competitive and technical  environmental feasible projects:
  • Desktop identification and selection of potential sites for the development of a wind or solar energy facility
  • Assessment of project’s grid access and available grid capacity of the identified potential project(s)
  • Reviewing of competitor projects’ location, grid connection options and ranking comparison with our projects
  • Responsible for deed searches on new farm portions for proposed projects
  • Assessment of wind and solar resource using WindPro, Vortex and Solargis or similar (Optional)

Business Development

 

  • Develops relationships and liaise with authorities, regulators and utilities in order to obtain land rights, permitting and license
  • Assits with the preparation of budgets to secure the resources necessary to achieve project compliance
  • Assist in the performance of risk assessments related to the projects, including real estate risks, permitting and environmental risks and corresponding mitigation strategies
  • Assist in the  tracking of project developments in the pipeline and of any competitors in the market
  • Assist in the conducting of monthly reporting on project development pipeline

Permitting

  • Responsible for the application and securing of relevant permits licenses  consents and approvals required for projects to be compliant to local regulations and bankable in accordance to Equator Principles and IFC Performance Standards
  • Responsible for the maintenance, re-applications, renewal and/or extension of permits licenses  consents and approvals and liaises for internal payments for the re-applications and renewal  where necessary to ensure permits are valid at all times
  • Liaises with various departments and external organizations on the status of projects’ permits, licenses  consents and approvals
  • Responsible for  the registration of the company as an Interested and Affected party and reviewing details of the new competitor projects being developed that affect/impact projects
  • Coordinates the compilation of monthly report on SA greenfield projects

Land Acquisition

  • Secures land for project to enable project site development by:
  • Identifying potential sites for future projects
  • Securing land rights for the projects
  • Securing servitude land rights for the projects
  • Negotiating and reviewing land lease agreements
  • Negotiating amendments and extensions on existing land lease agreements
  • Managing landowner relationships
  • Managing lease payments
  • Managing all other land related items including lease registrations, land rezoning and managing the legal counsel 

Geographic Information System (GIS)  and Mapping

  • Designs and creates project specific maps using Planet GIS, Google Earth, ArcGIS or similar to establish project boundaries for internal and external use
  • Manages land survey consultants for project land surveys to be included in the lease agreements with the land owners

Bid Support

  • Responsible for the land licensing and permitting bid response sections in order to ensure a complete and compliant bid
  • Reviewing of bid requirements and assisting in the coordination of various teams responsibilities and tasks ahead of submission
  • Compiling sections of a bid from each department in preparation of bid submission
  • Liaises with entities to whom the bid will be submitted for clarifications,  queries and requirements

Meteorological Mast Monitoring

  • Ensures to date and reliable wind data for wind projects by performing the following:
  • Reviewing and loading of daily wind data on each wind site as well as monthly reports on each project’s wind speed data
  • Daily wind speed data retrieval and reporting across all masts
  • Sending daily wind speed data to construction team for projects under construction

Preliminary due diligence

  • Conducts the following Internal reviews of projects for potential acquisition:
  • Assessment of project’s permitting status
  • Land rights
  • Technical viability
  • Project documents
  • Comparison with own projects

 

QUALIFICATIONS, EXPERIENCE AND SKILLS:

Essential Qualifications:

  • An accredited NQF level 7 (Bachelor’s Degree/B- Tech Diploma in a related field — viz, Engineering, Legal, Business, Planning, or Environmental Science.
  • Advanced Project Management certificate/course

Experience And Skills:

  • Experience in Environmental Impact Assessment
  • Experience in Contracts management
  • Solid experience preferably working in  CSP, OCGT, CCGT, coal, renewable PV, biomass or wind
  • Working in a performance or process engineering department
  • High level of technical ability
  • Basic Statistical knowledge
  • Experience working with a multinational company would be desirable

Language:

English Language:

  • excellent communication skills both written and verbal
  • Knowledge of Afrikaans and other local South African official language/s is desirable

 

Specific Knowledge / skills

  • Detailed knowledge of energy markets in South Africa;
  • Renewable Power technologies including Solar , wind and Batteries;
  • Contract negotiation skills (EPC, PPA, SHA, Financing, …);
  • Knowledge of project finance mechanics and risk allocation.
