ENGIE’s Business Unit for the Asia Middle East and Africa (AMEA) region is headquartered in Dubai.

The responsibility of the AMEA HSE Advisor will provide a strategic and systematic approach to ensure the effective development and management of HSE systems to ensure the safety and health of all employees, contractors and subcontractors working for the AMEA FGBU fleet. The AMEA HSE Advisor will achieve this by working in partnership with other key functions including members of the HSE AMEA team, Country HSE Managers, asset HSE teams, Engie Group HSE and external consultants as required.
This a key role in terms of positively transforming our region’s HSE performance, by eliminating fatalities and significantly reducing the frequency and severity of accident and incident. They will also develop an inclusive, proactive, innovative HSE culture which supports our region, and Engie as a corporation, in realizing its mission and vision.
SCOPE:
The role applies to the management of occupational health and safety of all AMEA activities including:
- Engie employees, contractors and subcontractors.
- O&M assets.
- Construction assets.
- Business development.
- Procurement selection and management of contractors and Subcontractors.
REPORTING LINE:
The AMEA HSE Advisor will report to Head of HSE FGBU AMEA.
REPONSIBLITIES:
- Provide occupational HSE leadership and coordination to ensure compliance with Regulatory requirements, Engie Group Rules (GRs) and AMEA Standards to ensure zero fatalities and reduce the frequency and significance of adverse HSE events across the AMEA fleet.
- Develop a strategy for effective occupational HSE management across the region with the Head of HSE AMEA, including development and tracking of objectives, targets and KPIs, at AMEA, country and asset levels, in collaboration with the Country HSE Managers.
- Further develop the AMEA (occupational) HSE dashboard. Work in conjunction with Country HSE managers to develop country dashboards which are cluster specific and support delivery of AMEA objectives.
- Strategically develop AMEA’s HSE management system. Identify and co-ordinate the
- development of AMEA specific HSE Standards. Ensure AMEA HSE documentation is reviewed, revised as necessary and available on SharePoint.
- Ensure AMEA is aware of the implementation status and requirements of Engie Group Rules (GRs):
- Collaborate and develop strong partnerships with relevant AMEA departments to ensure compliance with GRs.
- Co-ordinate awareness training on GRs and reviews with affected departments and Owners as required.
- Ensure, for forthcoming GRs, that an AMEA expert is assigned to contribute to the design and development of the GR. Assess and communicate to AMEA management, the likely business impact in the region.
- Monitor and track AMEA implementation and compliance with GRs and define and establish Key Performance Indicators (KPI) with dashboard.
Develop AMEA’s HSE recording and reporting systems and identify new solutions, including BATNEC options, to identify and reduce the risk posed to the region, countries and assets.
- Gather HSE information and data at regional, country and asset levels. Analyse information, identifying HSE trends, and develop corrective and preventive action plans.
- Regularly report on AMEA HSE risks, KPIs and trends accurately with data and recommend effective and efficient actions towards continuous improvement.
- Develop the AMEA reporting calendar ad ensure reporting is conducted according to plan.
- Coordinate the design and delivery of HSE reports and presentations as required.
Develop an AMEA risk register to identify risks, likelihood and consequences at regional, country and asset level in order to take appropriate actions to reduce risks effectively.
- Assess the effectiveness of risk management across the fleet.
- Regularly report on AMEA HSE risks, KPIs and trends accurately with data and
- recommend effective and efficient actions towards continuous improvement.
- Develop a strategy to ensure the effective management of HSE actions at AMEA, country and asset levels.
Review and approve AMEA accident and incident investigations, including root cause analysis, to ensure appropriate corrective and prevention actions are implemented to reduce risks.
- Share HSE information across the AMEA fleet to accelerate organisational learning.
Develop an AMEA internal auditing schedule in collaboration with the AMEA OpEx and Process Safety Manager. Participate in audits as required. Ensure actions arising are tracked to completion.
- Participate in Engie Group HSE audits as required.
Develop systems to ensure the effective management of HSE actions at AMEA, country and asset level.
Further develop the HSE training system for AMEA, Country and Asset levels including the development of HSE training needs analysis and implementation of training matrices at asset level.
- Design and deliver HSE training in collaboration with the HSE Department AMEA and/or third parties. Deliver country and/or at asset training as required. Coordinate the delivery of AMEA monthly tool box webinars.
- Ensure all HSE training is adequately recorded and competency assessed.
Support the development of the Engie OST (One Safety Tool) to ensure successful and timely deployment at AMEA.
Develop synergies across AMEA and within the Engie Group to share and learn from others experience to accelerate organizational learning.
Work in coordination with AMEA Communications department and the AMEA HSE network to develop a strategy to enhance HSE awareness and engagement in AMEA.
- Develop the AMEA HSE SharePoint site to ensure information to support the fleet and monitor fleet performance is effective and easily accessible.
Provide insight and advice to support to AMEA leaders by:
- Helping them identify and mitigate risks.
- Sharing learnings and business exposures.
- Ensuring all are aware of their HSE accountabilities.
- Challenge and influence internal and external stakeholders to apply human performance and bold ways of working, drive regional, and support local, HSE campaigns.

TECHNICAL SKILLS
- Engineering or science degree and operational background is mandatory.
- High level of HSE technical knowledge essential.
- Knowledge of Process Safety Management a distinct advantage.
- Audit, inspection and report writing experience required.
- Training and presentation skills essential.
- High level of data analysis skills required.
DEGREE & EXPEREINCE
- Recognized Engineering or science qualification.
- Internationally recognized Safety and Health qualification (NEBOSH General Certificate or equivalent as a minimum)
- Minimum of 7 years’ experience in a HSE position with Industrial Safety Management.
LOCATION/ TRAVEL
- Dubai
- Frequent business trips within the region, some possibly to Europe
