Presentation of Renewable Gases Europe

RENEWABLE GASES EUROPE (RGE) is ENGIE’s business entity responsible for the development of renewable and low carbon gases  production in Europe. Since 2015, ENGIE has been developing biomethane production activity. At the beginning of 2023, its portfolio includes 26 plants in operation, of which 19 are self-operated, with a total production capacity of 550 GWh/y @100% and a development pipeline of 1.4 TWh/y.

ENGIE is determined to become a leading player in 1G  biomethane in Europe. The ambition is to grow rapidly to reach 10 TWh/y of biomethane production capacity by 2030.

In Europe, outside France, biomethane production projects are already under development in the United Kingdom, the Netherlands, Belgium, Germany, Poland and Italy. Spain, Portugal and Romania are other countries of interest. The strategy is to develop projects, greenfield and through M&A, to inject biomethane into the gas grid or to produce bioLNG.     

Position in the Organization

The Execution Project Manager reports to the Head of Projects of the region/country.

Tasks And Responsibilities

Strategy, coordination, and reporting:

  • Propose project strategy in compliance with RGE strategy and guidelines for project execution.
  • Create and implement project plans as a deployment of the project strategy with defined targets.
  • Manage the full end-to-end project execution scope, from the handover from Business Development until the handover to the Operation and Maintenance team.
  • Implement follow-up registers and deploy the standard KPI dashboard for project execution.
  • Promptly escalate any risk or issue that can damage the performance of projects.
  • Organise and lead kick-off meetings, monthly project reviews, and other monthly/weekly/daily/ad-hoc meetings as required, but carefully select the audience to avoid wasting time and resources. 
  • Provide meaningful reporting so all parties to the projects are able to make optimum decisions.

 

Team and stakeholder management:

  • Lead multidisciplinary teams assigned to the projects (planner, engineers, site manager, procurement engineer, cost controller, quality engineer…).
  • Create resource plans, and work with the Head of Projects to resolve resource issues.
  • Promptly report any attitude or performance concern on project team members.
  • Engage and motivate project team members.
  • Maintain an intensive relationship with key suppliers and contractors and a high level of collaboration.
  • Represent ENGIE's face to external companies and authorities, as applicable, displaying a professional image that contributes to a positive perception of ENGIE by external stakeholders.

 

HSE:

  • Responsible for the HSE performance of the assigned projects.
  • Lead by example, internalising HSE as a value and displaying an honest, caring attitude.
  • Develop a safety culture during the execution of the projects, both within the project team and contractors.
  • Ensure that HSE targets are achieved with zero lost time, injuries, or fatalities.

 

Quality:

  • Responsible for the quality performance of projects and the deployment of the RGE Quality Management System.
  • Ensure that quality control processes are in place and reworks are minimised.
  • Lead non-conformance (NCR) management, ensuring that measures are taken to avoid repetition of mistakes. 
  • Enforce progressive compilation of red-line documentation and quality records.
  • Organise project-specific training sessions with the project team, suppliers and contractors.

 

Planning:

  • Responsible for the scheduled performance of projects.
  • Coordinate with the project planner to implement schedule and progress procedures.
  • Ensure that the project master schedule has the quality required and is maintained up to date.
  • Ensure day-to-day direction and prioritisation of all activities and functions within the project scope.
  • Monitor critical and sub-critical paths closely and ensure that all major milestones are achieved as much as possible on time, minimising impacts and getting re-baselining approvals.
  • Ensure high-quality and timely planning reporting and progress certificates.

 

Engineering:

  • Coordinate discipline engineering resources in accordance with the agreed communication protocol, delegating to an Engineering Coordinator when applicable.
  • Provide technical advice while respecting the fact that the technical responsibility lies with the engineering department.
  • Make sure that engineering documentation is issued and reviewed on time, in accordance with project needs.
  • Take actions to resolve technical clarification needs and issues.
  • Coordinate as necessary with the engineering discipline leads, alerting them of any delays or quality concerns.

 

Procurement and Contract Administration:

  • Work with the Procurement Engineer to issue RFQs, POs, and contracts in accordance with project needs. 
  • Manage regular meetings with suppliers and contractors and organise ad-hoc meetings as applicable to facilitate resolution of issues and decision-making, issuing reliable and high-quality MOM.
  • Manage contractual correspondence, producing good quality and timely communications.
  • Manage variations and claims and, when authorised, negotiating agreements.  
  • Perform contractual assessments, with a clear structure, statements based on contractual clauses and supporting contemporary records, as well as proper EOT/delay analysis.
  • Manage the closeout of contracts with fair and proper allocation of costs, minimising impact to RGE.

 

Budget and risks:

  • Responsible for the estimation of execution costs and the cost performance of the project.
  • Execute the project as much as possible within budget, minimising impacts and getting overruns approvals.
  • Produce reliable Estimation At Completion (EAC) forecasts, promptly escalating any expected deviations.
  • Ensure high-quality and timely cost reporting, certification, and invoicing processes.
  • Identify and manage the project risks, setting mitigation plans in coordination with management.

 

Pre-execution and Post-execution support:

  • Contribute to defining the assumptions and execution strategy for the project during the development phase.
  • Support the O&M phase, managing punch lists and warranty claims with execution suppliers and contractors.

 

 

Location

One of the RGE units, with days of teleworking in accordance with the local policy, and regular travel to project locations within Europe.

Main Interfaces

The Execution Project Manager will interact with, among others:

  • Project team members: Project Planners, Engineers, Site Managers, Procurement Engineers, etc.
  • Development Project Managers
  • Suppliers and subcontractor leaders
  • Operation & Maintenance Managers
  • Industrialisation team (REX)

 

Qualification, Competence and Experience


Degree and experience:

  • University degree in Engineering or equivalent technical background.
  • At least five years' experience in the project management of industrial projects (bioenergy, energy, chemicals, water/waste treatment) in an EPC organisation, preferably on an international scale.
  • Good understanding of engineering and construction processes, preferably construction site experience.
  • Experience coordinating multicultural teams, with preferably at least one period living abroad.
  • HSE and QA/QC training or experience.

 

Languages:

  • Ability to work in English and French
