PRESENTATION OF RENEWABLE GASES EUROPE

 

RENEWABLE GASES EUROPE (RGE) is ENGIE's business entity responsible for the development of renewable and low-carbon gases[1] production in Europe. Since 2015, ENGIE has been developing biomethane production activity. At the beginning of 2023, its portfolio includes 26 plants in operation, of which 19 are self-operated, with a total production capacity of 550 GWh/y @100% and a development pipeline of 1.4 TWh/y.

ENGIE is determined to become a leading player in 1G[2] biomethane in Europe. The ambition is to grow rapidly to reach 10 TWh/y of biomethane production capacity by 2030.

In Europe, outside France, biomethane production projects are already under development in the United Kingdom, the Netherlands, Belgium, Germany, Poland and Italy. Spain, Portugal and Romania are other countries of interest. The strategy is to develop projects, greenfield and through M&A, to inject biomethane into the gas grid or to produce bioLNG.

POSITION IN THE ORGANISATION

The Site Manager reports functionally to the Head of Construction and Commissioning of Renewable Gases Europe and operationally to the Execution Project Manager of the project to which is delegated.

TASKS AND RESPONSIBILITIES

Site mobilization, management, and demobilisation :

  • Manage all construction and commissioning activities, from the preparation phase to the performance testing, until the handover of the Site to the Operation & Maintenance team.
  • Get familiar with the project execution plan, schedule, scope of supply, contracts, budget, status of documentation, site conditions, applicable local regulations, restrictions, etc.
  • Mobilise the Site and set-up Site infrastructure (security, access control, temporary offices, storage facilities…).
  • Deploy on Site and at off-Site prefabrication facilities, the applicable portion of the RGE Quality Management System, making sure that all contractors have received the documentation and understand the requirements.
  • Create, if necessary, some project-specific procedures or organizational notes.
  • Organise the demobilisation of the Site and the transfer to the Operation and Maintenance team.

 

HSE:

  • Responsible for the HSE performance of the Site and off-Site prefabrication facilities, in tight coordination with the HSE Advisor.
  • Lead by example, internalising HSE as a value and displaying an honest, caring attitude.
  • Implement RGE HSE policy, processes, and procedures, organizing the necessary training of contractors’ staff.
  • Develop a safety culture during the site execution of the projects, both within the project team and contractors.
  • Organise appreciation and didactic events to promote HSE, in collaboration with contractors.
  • Ensure that HSE targets are achieved with zero lost time, injuries, or fatalities.

 

Site coordination and reporting:

  • Create coordination maps and dedicated schedules to clarify interfaces between contractors.
  • Review method statements, lifting plans, permit requests, and other construction and commissioning documentation to ensure that activities are being executed efficiently and in safe conditions.
  • Organise material handling activities for RGE free-issue material, commissioning spares, tools, etc.
  • Organise and lead daily coordination meetings with participation of all site stakeholder, to manage coactivity and ensure that project targets are achieved on time and in safe conditions.
  • Perform monthly/weekly/daily/ad-hoc meetings as required, but carefully select the audience to avoid wasting time and resources.
  • Promptly escalate to the Project Manager any risk or issue that can damage the performance of the project.
  • Provide construction and commissioning KPI information and reports, in accordance with requirements.

 

Quality:

  • Responsible for the quality performance of the Site and off-Site prefabrication facilities, in tight coordination with the Quality Engineer.
  • Ensure that all construction and commissioning gates are well implemented, and that the approved Inspection and Test Plans are properly followed and completed in parallel of construction and commissioning activities.
  • Ensure that quality control processes are in place and reworks are minimised.
  • Perform verifications of free-issue material and erection works.
  • Ensure that any non-conformance (NCR) is promptly reported and processed, and that measures are taken to avoid repetition of mistakes.
  • Ensure that the contractors compile red-line documentation and quality records in parallel of physical activities.
  • Organise mechanical completion walk-downs and administer the construction punch-list.
  • Organise project-specific training sessions with the project team, suppliers and contractors.

 

Planning:

  • Responsible for the schedule performance of the Site and off-Site prefabrication facilities, in tight coordination with the Project Planner.
  • Contribute to the creation of the project schedules and the definition of milestones.
  • Monitor critical and sub-critical paths closely, coordinating with the Project Manager and contractors, to ensure that all major construction and commissioning milestones are achieved on time and any delay is mitigated.
  • Ensure day-to-day direction and prioritisation of all construction and commissioning activities.
  • Report material delivery and design issues, pushing the implementation of actions to mitigate delays.
  • Provide progress information and perform physical verifications as applicable.

 

Procurement, Contract Administration, and Budget :

  • Coordinate Site purchasing needs with the Procurement Engineer and the Project Manager, issuing Purchase Orders in accordance with procurement procedures and the delegation of authority.
  • Produce and properly store, Site reports, MOM, pictures, and other contemporary records that can support the management of contracts.
  • Coordinate with the Project Manager any need to issue contractual correspondence, providing the necessary information to create it.
  • Support the control of project costs, coordinating with the Project Manager any need to perform extra-works, and supporting verifications of contractor’s entitlement, schedule impact, and costing for variations and claims.
  • Support the production of Estimation At Completion (EAC) forecasts.

 

Team and stakeholder management:

  • Lead team members assigned to the Site (e.g. commissioning engineers).
  • Identify resourcing levels and work with the Project Manager to resolve resource issues.
  • Coordinate with the Project Manager to ensure that ENGIE’s and contractors’ staff dedicated to site activities have the necessary competence and training, promptly reporting any attitude or performance concern.
  • Maintain an intensive relationship with site suppliers and contractors and a high level of collaboration.
  • Engage and motivate construction and commissioning teams, internally and from contractors.
  • Display a professional image that contributes to a positive perception of ENGIE by external stakeholders.

LOCATION

Project locations within Europe, with return to one of RGE units between missions.

MAIN INTERFACES

The Site Manager will interact with, among others:

  • Execution Project Manager
  • Other project team members: Project Planners, HSE Advisors, Quality Engineers, Engineers, etc.
  • Suppliers and contractors’ personnel
  • Industrialisation team (REX)

QUALIFICATION, COMPETENCE & EXPERIENCE

Degree and experience:

  • Technical qualification or degree.
  • Experience leading construction activities of industrial projects (bioenergy, energy, chemicals, water/waste treatment) in an EPC or construction organisation, with at least three years based on Site.
  • Good understanding of engineering, construction, and commissioning processes.
  • Experience coordinating multicultural teams, with preferably at least one period living abroad.
  • HSE and QA/QC training or experience.

 

Languages:

  • Ability to work in English and in the local language, interacting with international teams.
