1.  JOB DETAILS:

Position Title:

HSE & Fire Manager

Reports to:

General Manager

HSE

 

 

2.  JOB PURPOSE:

  • To supervise and manage the HSE Department to ensure that HSE targets are achieved safely, commercially and within the strict Environmental and Contractual Limits.

 

  • To action tasks and initiatives to change behavior and improve the teams’ skill levels to deliver HSE outcomes according to Good Utility Practice;

 

  • To lead the Department to a high level of HSE capability and performance by analyzing HSE performance, implementing improvements and HSE systems.

 

3.  KEY ACCOUNTABILITIES:

  • Actions tasks and initiatives to change behaviour and improve the teams’ levels to enable improved HSE outcomes:
  • Builds relationships with the Team.  Coaches and advises the Teams to build HSE capability and achieve changes in behaviour;
  • Delivers Training Programs;
  • Delivers Departmental Safety inductions and maintains records;
  • Advises Managers and Teams on ways of identifying and controlling risks.  Responds to HSE queries.
  • Delivers HSE services to ensure high levels of safety and compliance:
  • Updates the HSE Safety Board;
  • Attends safe-start meetings.  Coaches and supports the Supervisors to ensure changes in behaviour on the part of the teams;
  • Organizes safety teamwork meetings and de-briefs;
  • Regularly checks HSE Systems (permits, lock out and isolation compliance, PPE, Waste Management, Fire Equipment and Systems, Mobile Equipment, Safety Behaviour, daily workplace inspections, daily checks on projects;
  • Implements programs to communicate HSE goals and performance and to continually reinforce key messages (eg. Set up Departmental HSE bulletins and HSE communication boards);
  • Implements programs to engage the teams and change behaviours (eg. HSE Competitions);
  • Actions incident investigations and analyses, inspections, risk analyses, on-site observations and interventions;
  • Organizes Emergency Drills and simulations;
  • Conducts field evaluations (observations, inspections and evaluation);
  • Conducts HSE Audits;
  • Establishes and maintains a system to ensure contractor compliance with Dhuruma O&M co HSE Systems;
  • Organizes the Department’s weekly HSE meetings;
  • Action weekly and monthly reporting, enter information into the Dhuruma O&M co Management Information System:
  • Review Near Misses, Leaders’ HSE Contacts, Major Risk Focus and mobile equipment usage (Major Risk Focus) and records results in SAP.  Reviews HSE events and discusses them with the Team Leaders;
  • Measure and report KPI’s, present to Team Leaders and publish on the Notice Board.
  • Develop the teams to deliver a step up in HSE awareness, capability and performance:
  • Take action to drive change in behaviours:
  • Recruit HSE representatives from each team.  Train and develop the teams;
  • Develop the HSE Committee to be effective agents of change (Worker Representative Teams, Departmental Committees and Sub-Committees);
  • Encourage inter-dependant problem-solving and full ownership of HSE, providing coaching where necessary;
  • Build HSE skill:
  • Coach leaders and teams on:
  • Safe work behaviours;
  • HSE incident and accident investigation, analysis, reporting and remediation techniques;
  • Techniques to deliver effective safe-start meetings, on-the-job HSE coaching interactions, compliance with Dhuruma O&M safety rules and mobile equipment safety requirements;
  • Develop the HSE Area Representatives to be effective Leaders and to deliver a step up in Area Performance;
  • Support the management to lead the Department to a level of HSE capability as per Good Utility Practice;
  • Advise the leadership on ways to :
  • Change behaviours within the workforce to engender high levels of HSE awareness;
  • Set stretching HSE goals and improvement targets;
  • Engage the teams and build enthusiasm and commitment for HSE;
  • Create milestones and celebrate accomplishments;
  • Implement Departmental systems to drive excellence in HSE performance and to support the changes in attitude and behaviour;
  • Advise the leadership on ways to establish and enhance the Unit’s HSE Systems.  Execute the changes;
  • Design and execute a program of preventative measures to drive improvements in HSE performance;
  • Evaluate HSE Programs (observe, inspect, evaluate) and Systems;
  • Benchmark HSE Systems against best practice, recommend improvements;
  • Role out new HSE Systems;
  • Administers the Departmental HSE System to ensure compliance and to drive continuous improvement:
  • Analyse HSE data, report progress against Departmental HSE Objectives.  Deliver clear, actionable HSE reports and improvement recommendations;
  • Track action items and highlight outstanding items still needing to be closed off;
  • Delivers technical advice and services to enable high standards of HSE and delivers continuous improvement:
  • Advises on HSE Legislation and standards and their application in the workplace;
  • Delivers technical and compliance advice to staff, management and project teams.  Advises on ways to identify and control risks and respond to queries;
  • Responds effectively to non-routine and emergency HSE issues, including workplace incidents and injuries;
  • Recommends ways to develop and improve HSE Policies and Procedures, contributes to the development of HSE Practices across the Plant;
  • Aligns Departmental HSE Policies and Practices with Dhuruma O&M co Corporate HSE requirements and with other Departments;
  • Facilitates HSE dispute resolution.

 

 

4.  HEALTH & SAFETY:

 

  • The Job Holder will work in a controlled hazardous environment.

 

Work Levels and Conditions and Risks:

  • Work Level 3: the tasks that he/she performs as part of their daily work activities represent a risk of medium kind and with temporary consequences like blows, falls, etc.;

 

Exposure to Risks:

  • Traffic/automobile accidents, ergonomic problems and accidents;
  • Risks inherent to the job of the HSE Manager while performing inspections, site visits, etc.

 

Personal Protective Equipment:

  • Hard hat/safety helmet;
  • Ear protection (plugs or ear muffs);
  • Safety glasses;

  • Cotton coveralls;
  • Safety Gloves;

Recommended HPE (Health Protection Equipment):

  • Ergonomic office equipment;

 

Medical Exams/Laboratory Exams before Taking the Position:

  • Complete medical physical examination;
  • Visual acuity examination.
  • Color blindness test
  • PFT (lung capacity)
  • Audiometric test

 

Recommended for persons older than 45 years:

  • Laboratory tests: complete blood biometrics, blood chemistry: 3 elements (glucose, urea and creatine) and a general exam of urine;
  • Electrocardiogram;
  • X-ray PA of thorax.

 

Medical Criteria for the Position:

  • High Blood Pressure: not to present a TA greater than 135/85 in case of present alteration and individual monitoring program;
  • Obesity: in case of obesity, implement a monitoring and reduction of weight program.

 

5.  JOB CONTEXT:

  • Dhuruma O&M company Ltd operates a combined cycle power facility with 1729 MW of power capacity. The company has two shareholders: Kahrabel FZE, with Head Office in Dubai and Aljomaih Energy & Water Company Limited, with Head Office in Riyadh.
  • Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.
  • The project is a Greenfield IPP with a 20 year PPA with single off-taker (SEC) on BOO basis.
  • The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;
  • Delivers analysis and recommendations to Employees and Managers;
  • Develops and executes Departmental Programs and delivers services;
  • The role focuses 80% on Program and People Leadership and 20% on administration, thus the Job Holder must demonstrate the capacity to execute Programs that capture hearts and minds and lead to sustainable, long-term change.  Communications and influencing skills are keys to success.

  • The Job Holder should to act and find solutions to (potential) problems within the Department;
  • The thinking environment is clearly defined – the Job Holder operates within clearly defined Policies, principles and objectives;
  • The Thinking challenge is variable – different situations require the Job Holder to identify the issues, apply judgment, and select solutions from within the field of HSE Policies and Procedures.

 

7.  COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:

  • Internal: The Operation, Maintenance, Administration, Finance and Commercial, HR, HSE;
  • External:
  • Owner, Dhuruma Electricity Company, through the O&M agreement
  • Suez Services Saudi, the Gas Turbine long term services agreement contractor
  • Saudi Electricity Company, the Off-Taker
  • Saudi Authorities
  • Other Contractual Counterparties, Contractors, Suppliers, Equipment Manufacturers and Vendors.

 

8.  FRAMEWORKS, BOUNDARIES AND DECISION-MAKING AUTHORITY:

  • Operates within the approved budgetary limits;
  • While Dhuruma O&M co has defined HSE Policies and Systems and clear precedents, the HSE Manager has independence to achieve Departmental objectives;
  • The HSE Manager is accountable for:
  • Monitoring and reporting of HSE performance;
  • Making recommendations for improvement.  He/she may seek advice from Corporate HSE Units;
  • The HSE Managers supports the Departmental Managers and the Employees to delivery HSE outcomes.

10.  QUALIFICATIONS, EXPERIENCE AND SKILLS:

 

Essential Qualifications:

  • Bachelor’s Degree (in the relevant field)
  • Demonstrated competence supported with adequate education and training

 

 

Experience:

 

  • At least 10 years’ experience in the operation of a large combined cycle power plant, 3 of which must have been in the capacity of a HSE Manager
  • Leading and managing people
  • Use of computerized maintenance management system
  • Detailed knowledge and understanding of the HSE Systems used in an Industrial Power Plant.  Understanding of Omani HSE Law, HSE Policies and management procedures;
  • The capacity to engage and influence: the Job Holder must possess the capacity to establish high quality “adult-to-adult” relationships with leaders, their peer group and the teams for the purpose of influencing and driving changes in behavior;
  • Business knowledge: good working knowledge of the Power Plant operating environment, including the processes, the equipment and potential risks. Budget control and reporting
