2.  KEY RESPONSIBILITIES

  • Senior level manager accountable for all aspects of the day-to-day operation and maintenance of the power generating facility.
  • Ensure the entire plant is within corporate goals of safety, environmental and regulatory compliance.
  • Ensure the safety of all employees, contractors & visitors of the plant.
  • Administer the plants Safety, Operations, Maintenance and Compliance to the necessary transmission codes (OSH Act, SAGC, Network code etc.)
  • Ensure the plant meets all goals for Plant Availability, Plant Reliability, Financial budget, and other targets & goals as agreed within the Performance Contract.
  • Ensure the plant is operated and maintained in compliance to all project agreements including the PPA, O&M, LTMC, TXA, SAGC, FSA & FTA.
  • Take accountability for long term plant health by developing and implementing required strategy and actions.
  • Direct O&M Managers in the performance of plant outages, capital projects and daily operations and maintenance activities.
  • Implement procedures, rules, and systems such that the facility is operated safely with optimum efficiency, availability and reliability and  in accordance with the requirements of the PPA, the standards of a Reasonable and Prudent Operator and all applicable laws and regulations.
  • Conduct periodic reviews of plant policies and procedures to assure that they are valid and reflect current plant operating requirements.
  • Ensure all incidents are thoroughly investigated, root causes are identified, and actions are executed to prevent reoccurrences.
  • In collaboration with the Human Resources Department, establish and maintain staffing requirements as per approved organization structure and ensure that all staff is appropriately trained, deemed competent and productive. Create an environment and set a culture for a high-performance team.
  • Ensure BBBEE & gender diversity targets are met or a plan is in place to achieve set targets.
  • Create and support an organizational culture that encourages and rewards employee involvement, innovative thinking, adaptation to change, responsible risk taking, and continuous improvement.
  • Provide leadership through workforce planning, succession planning and training opportunities. Provide regular feedback to employees on their performance to allow them to capitalize on their strengths and focus on opportunities for improvement.
  • Supporting the Owner in meeting Owner’s obligations under all project agreements.
  • Report to the CEO, management team, Owner Company and other stakeholders on a regular basis and as directed by the project agreements, company protocols and procedures.  
  • Fostering good relationship with all stakeholders at the Site and with key local groups and communities.
  • Establishment of a long-term strategic plan of all maintenance activities, obsolescence projects, compulsory compliance testing and infrastructure projects.
  • Implementation/ execution of all maintenance, operation tests,  overhauls and outage strategies. Ensuring the required spare parts, tools & special tools, fixtures & fittings, and resource requirements are planned and available well in advance to successfully execute the intervention.
  • Approving and overseeing the Operations, Maintenance departments’ performance. Determining and Setting of Key Performance Indicators (KPI) aligned with planned objectives and regular tracking of such KPIs. Linking of such KPI’s with the annual objectives of the Managers of the Company.
  • Devise and implement profit improvement projects. Increase business profitability.
  • Works under limited to no supervision and independently is required to prioritize and execute responsibilities.
  • Would be required from time-to-time to support other ENGIE entities and projects.
  • The Plant Manager shall develop and maintain a high level of HSE performance at the asset as follows:
  • Ensure compliance with regional and/or national HSE legislation, Engie Group Rules (GR) and AMEA corporate governance documents.
  • Ensure adequate resources are assigned to effectively manage HSE activities and appropriate supervision is in place for all activities.
  • Lead HSE management for the asset with the development and promotion of a strong ‘One Safety’ culture. Demonstrate leadership commitment by visibility and actions.
  • Ensure that key responsible personnel are identified, trained and competent, including clearly established roles and responsibilities with KPIs assigned as appropriate.
  • Ensure the effective operation and monitoring of Safe Systems of Work including Safety Rules/ Permit to Work systems.
  • Ensure that contractors and subcontractors are managed as per GR02 “Health and Safety with regards to Contractors”.
  • Ensure the effective implementation and promotion of a “Promoting a Fair Culture” at site as per GR14, including incentives and sanctions

 

 

3.  JOB CONTEXT:

  • Peakers Operations (“the Company”) operates two open cycle peaking power facilities through its O&M Agreements with the Owners of Dedisa Peaking Power Pty Ltd and Avon Peaking Power Pty Ltd;
  • Dedisa Peaking Power Plant and Avon Peaking Power Plant has capacity of 342 MW and 685 MW respectively;
  • The Company is fully owned by ENGIE with registered office: 53 Richefond Circle, Ridgeside Office Park
  • Umhlanga Ridge, 4319;
  • The projects are Independent Peaking Power Generation projects, having a 15 years Power Purchase Agreement (PPA) with Eskom Holdings as a single off-taker;
  • The Job Holder will be based at the Facility, or area as determined by the Employer due to operational requirements

4.  MODUS OPERANDI:

  • The Job Holder works as head of the Facility reporting to the Chief Executive Officer.

 

5.  FRAMEWORKS, BOUNDARIES AND DECISION-MAKING AUTHORITY:

  • Operates within the approved budgetary limits and assigned authorities;
  • Approves expenses incurred by team members in the course of performing their duties in accordance with the established Policies.
  • Is part of the approval process for purchase orders, payments, contracts and master data as defined in the Company delegation of authorities, processes, policies and procedures

7.  QUALIFICATIONS, EXPERIENCE AND SKILLS:

Qualifications:

  • B-Tech /University Degree in Engineering or equivalent, preferably Mechanical or Electrical
  • Relevant management qualification would be advantageous.
  • Demonstrated competence as a generalist in O&M management.
  • Government Certificate of Competency - GCC (preferrable)

 

Experience:

  • 12 year experience in a production plant environment, preferably in power plants, at least 5 years of which should have been in the capacity of Maintenance or Operations Manager.

•      Knowledge and experience of Gas Turbine operation, v94.2 Siemens or Ansaldo units preferred.

•      Knowledge of the main database platforms used  – (Maximo, MS Office)

•      Experience of setting up businesses in a green field environment is a plus

•      Knowledge of Republic of South Africa job market, working practices and customs is a plus

•      Used to working within a multi-cultural environment is a plus

•      Knowledge of joint venture operations within a multinational business environment

•      Proven delegation skills and able to create a work climate where people are empowered to take action

•      Excellent communication skills, capability to communicate clearly and concisely at all levels

•      Ability to act independently to prioritize, initiate, resolve and complete actions required to take the business  

        forward to meet goals

•      Leading and managing people
