ABOUT TIHAMA POWER

Tihama Power Generation Company Limited is a joint venture between Engie and Rakiza. Tihama Power Generation Company has operates four gas fired power and steam plants situated in within different SAUDI ARAMCO premises. The Company’s assets represent  with a combined capacity of over 1,612 MW and 6,325 (1,000 lbs/hr) equivalent 767 MWH. Through individual Energy Conversion Agreements (“ECA”) with Saudi Aramco, RAMC Tihama owns, operates and maintains the four Power Plants,. to provide reliable electricity and steam 24/7.

JOB PURPOSE:

As part of the Tihama’s senior management and Executive Committee Member, the incumbent will orchestrate and deliver the safe and efficient operation of the Tihama’ s cogeneration plants, in order to meet business requirements while providing strong leadership to the O&M teams. Lead the delivery of reliable and efficient operational performance of the four (4) Cogeneration Plants providing maximum flexibility, reliability, availability while optimizing commercial opportunities. Contribute to the development of communications between the wider business departments, sharing knowledge across functions and creating value for the wider Tihama and Engie business community.

Deliver added value through exploiting synergies from the geographic proximity and/or technological similarity. Ensure that all activities are managed to deliver high standards of health, safety and environmental performance, in accordance with all legislative requirements and in line with good industry practice.

 

DIMENSIONS:

•            Direct Reports: Deputy General Manager O&M, Engineering & IT Manager, Procurement & Stores Manager, HSE Manager and Technical Advisor.

•            Responsible for leadership and oversight of five (5) direct reports and approximately +120 indirect reports, in other functions under immediate O&M’s department’s scope.

•            Directly responsible for operations of a fleet of eleven (11) operating units located across four separate cogeneration sites.

•            Has responsibility for overseeing all site operational budgets circa $8.5M (excluding the CSA with GE) as set by Tihama’s Board of Directors and acts as authorised signatory in accordance with the defined approved dedicated scales of authority.

•            Reporting both internally and externally as required.

 

PRINCIPAL ACCOUNTABILITIES:

1.          Oversee the day-to-day operations of the four (4) Cogeneration plants regarding Health, Safety and Environmental Performance, Asset Security and Coordination activities with Saudi Aramco in order to deliver agreed power & steam generation production plans in line with customer requirements, safely and cost effectively.

2.          Responsible for the overall development of the human talent in the O&M organization, securing wide succession planning and upward career mobility for the team. Leasing with the Company’s HR, to implement development strategies for the O&M team.

3.          Provide guidance and Support all operational activities in order to deliver the required levels of reliability, availability and flexibility whilst complying with company policies, guidelines, standards, and industry best practice.

4.          Manage the Health, Safety, Environmental culture, management systems and practices to deliver acceptable levels of performance and continuous improvement, in line with company requirements and current legislation. Ensure that all company personnel adhere to the current HSE procedures and requirements.

5.          Contributes to the development, implementation and delivery of the company business plan, risk management plan, Business Management System (BMS), and other relevant management activities to ensure delivery of strategic business goals.

6.          Support and review team delivery, performance, suggest effective utilization of company resources against the business plan with controlled budget spending and delegated accountability to support meeting the overall company budget, work programmes and allocation of resources accordingly. interface with other Tihama & Engie teams to ensure that the overall company requirements are met.

7.          Review all significant plant operational losses, prioritize and allocate actions or resources accordingly to develop and implement appropriate operational procedures, solutions to prevent future re-occurrence.

8.          Oversee the delivery of operator training and development to ensure that the team has the required levels of competency, knowledge and skills to deliver the business objectives.

9.          Establish and maintain effective communication networks with all stakeholders, Saudi Aramco, Engie, Local Authorities to ensure business objectives are clear, understood and best practice is followed.

10.        Monitor quality control/assurance with regards to the timely completion of audits, incident/RCA Investigations, improvement plans. Including the execution and timely completion of any actions arising.

11.        Establish and oversee regular reviews, audits of company policies and procedures.

12.        Support the development and implementation of group wide activities and value adding initiatives and encourage sharing of best practice across the Engie asset portfolio. Provide technical, strategic and operational management expertise to the wider group. 

13.        Support ENGIE’s KSA Director of Operation and Maintenance and Asset Manager with regards to the development and implementation of strategic KSA Business Unit (BU) initiatives whilst sharing best practice across the wider KSA asset portfolio. 

14.        In the absence of the Company’s CEO, the incumbent will serve as Acting CEO with full delegation of authority to represent in the company’s affairs pertaining the duties of the CEO.

HSE RESPONSIBILITIES

The PGM shall develop and maintain a high level of HSE performance at the asset as follows:

 

•            Ensure compliance with regional and/or national HSE legislation, Engie Group Rules (GR) and AMEA corporate governance documents.

•            Ensure adequate resources are assigned to effectively manage HSE activities and appropriate supervision is in place for all activities.

•            Lead HSE management for the asset with the development and promotion of a strong ‘One Safety’ culture. Demonstrate leadership commitment by visibility and actions.

•            Ensure that key responsible personnel are identified, trained and competent, including clearly established roles and responsibilities with KPIs assigned as appropriate.

•            Ensure the effective operation and monitoring of Safe Systems of Work including Safety Rules/ Permit to Work systems.

•            Ensure that contractors and subcontractors are managed as per GR02 “Health and Safety with regards to Contractors”.

•            Ensure the effective implementation and promotion of a “Promoting a Fair Culture” at site as per GR14, including incentives and sanctions.

•            Establish processes and procedures to ensure that HS&E is given prime consideration across all company and operations & maintenance activities.

•            Promote a strong and positive HS&E culture and always strive for continuous improvement.

•            Implement and review site safety requirements and procedures specifically concerned with work execution, Safety Rules and ensure they are effectively communicated, understood and applied by the O&M team in order to safeguard people and minimize financial loss.

•            Ensure that the Company Health and safety Management System is adhered to by all staff, contractors and visitors.

•            Communicate the importance of HS&E related business decisions.

•            To act as duty holder as required by KSA regulations and legislation.

•            Support the Engie HSE team with regards to the development and implementation of strategic Engie group HSE initiatives. 

 

KNOWLEDGE, SKILLS AND EXPERIENCE:

Essential

Engineering Degree with a minimum of 8 - 10 years’ power station experience of which 5 years in a Power station senior management or a similar industry.

12 - 15 years previous experience of leading and managing a diverse team of staff within a 24/7 environment.

Previous experience of developing and managing budgets and business cases to support investment decisions.

Sound knowledge and experience of operating within safety and environmental policies and frameworks

Understanding and awareness of ECA, LTSA, CSA requirements and a strong understanding of commercial issues. Experience with 7FA and/or 7EA technology.

Incident management and experience of managing abnormal conditions (safety, environmental and operational). Crisis Management experience.

JOB CONTEXT/ENVIRONMENT:

The O&M General Manager reports directly to Tihama’s Chief Executive Officer (CEO) and is responsible for contributing to the development and achievement of business goals.

The job holder has overall accountability for the management, performance, and development of the operations/maintenance teams, their associated activities and therefore must ensure that all staff members possess the necessary levels of competency, as deemed appropriate in order to effectively carry out their responsibilities. Ensure their performance is appraised in line with Company procedures.

60% of the role is forward looking and about ensuring that we have the appropriate policy, strategy, procedures, processes and resources to deliver the company business plan.  The remaining 40% is re-acting to day-to-day issues.  Operational plans are developed up to 5 years in advance. 

 

WORKING RELATIONSHIPS:

Main contacts/stakeholders – Internally, Plant Operations & Maintenance teams, Tihama Business Support functions (Purchasing, Finance, Engineering and HR etc.). Externally, Engie (KSA/Dubai), Saudi Aramco, General Electric, statutory bodies, local authorities and community groups as appropriate.
