Broad function summary

Support at project engineering design stage, for planning & coordinating the basic design, specifications,  execution schedule, tendering, contracting and performances guarantees of the Utilities Plant-Facilities project,

Support and assist PM for execution, at project implementation stage, for planning, coordinating, controlling the project execution, procurement and construction on site until the testing commissioning and the achievement of Utilities Plant-Facilities performances (utility quality, capacity, availability, efficiency),

Support and assist for project management, coordination, monitoring, control to ensure respect of health & safety, scope, quality, time schedule objectives and capital expenditures budget achievement in liaison with relevant ENGIE entities, coordinating internal or external consultants, contractors, suppliers and authorities.

The above are performed while being under the supervision of the Project Manager.

Duties and responsibilities

Support and coordinate with the Engineering team for the initial project development by participating in the project feasibility assessment (preliminary design, contractual scope of work, specifications, execution schedule, costs). Overall, his/her duties cover the whole spectrum of project planning, monitoring, (from inception through preliminary design, design development, detailed costing, contract administration, execution) and coordinate, control the implementation and construction of each project:

• Liaise and coordinate with internal EM engineering team, consultants, suppliers to understand, establish, review, validate and issue the projects specifications (M&E equipment, systems, infrastructure, structural & civil works), capital expenditures, operations expenditures and the performances guarantees ; liaise with customers, support for presentation to customers,
• Support for coordination with Malaysian Authorities, utilities and Government Agencies for project incentives application / coordination, regular and special inspections, infrastructure and project authorizations, licensing issues, and for general project implementation coordination required,
• Liaise, coordinate and support for evaluation & negotiation with contractors, vendors and/or suppliers proposals to match technical-financial, health-safety, quality, capital expenditures and profitability specifications and requirements,
• If required for such project, coordinate & support for liaison with Consultants for Bid tendering, bid evaluation and contractors/equipment suppliers selection,
• Work closely for planning and coordination with Business Development and Energy Management teams throughout the project development lifecycle, from Utilities Plant-Facilities preliminary audit, detailed audit, proposal development, through to contract signing and project kick-off,
• Plan the project kick-off, coordinate with engineering, contractors, support the definition of the project health & safety, quality, budget, planning, performances control execution plan.
• Coordinate, monitor and control the project execution works quality, HSE, QA/QC quality compliance, perform regular site review, issue regular project progress report, identify critical risk, issues and potential deviations and insure project is implemented in accordance with specifications, budgets and schedule as stated in the contract signed with the customer
• Initiate and manage project testing and commissioning, validate handover procedures deliver project performances guaranteed to the customer as well as training on safety, Operation & Maintenance (O&M), project documentation to O&M operations teams insuring practice and knowledge is effectively transferred.
• At the end of each project, initiate, plan and coordinate – for the Project Management section - for the full review the project in order to define the best practices, methods, tools and organization for the Projects team quality and performances improvement.

Key Accountabilities :

• Responsible for project planning, coordination, monitoring, supervision, control with respect of Health & safety, quality, delay, budget with all relevant parties ( customers, contractors, vendors, authorities and internal of ENGIE Services)
• Responsible, to internal or external customers, for planning, coordination, monitoring and supervision of project performance guarantees and/or KPI given are achieve, and project testing Commissioning, handover / reception within the targeted project schedule and budget.

Education

Possess Bachelor’s Engineering or Master Degree with 4 years’ experience in Electrical / Mechanical, Electromechanical Engineering or equivalent.

Experience : sector, field & duration

• Experience over 4 years in project & technical team coordination or supervision, with direct operation and maintenance and with hands on experience of energy or utilities systems in any sectors below,

Specific skills

• Knowledge about engineering, project planning, project management and execution, coordination and contracts elements.
• Ability to self-use software for project management tools and presentations.
• Understanding of applicable codes, standards, policies, and best practices.
• Registered Professional Engineering with the Board of Engineers would be an advantage.

IT skills and others

• Ability to use computer software Excel, PowerPoint, Word, Power BI.
• Experience with MS project, Primavera or other project management soft wares will be an advantage.
