About MIRFA 2 RO Plant 

Mirfa 2 Reverse Osmosis (M2 RO) Plant, uses RO technology to produce and supply up to 120 million imperial gallons, equivalent to 550,000 cubic metres of potable water per day to EWEC under a 30-year O&M Agreement with Mirfa 2 RO Desalination Company. 

The M2 RO Water Plant is located adjacent to the existing Mirfa 1 Plant located at the Mirfa Complex five kilometers west of the town of Mirfa, about 100 kilometers southwest of the city of Abu Dhabi on the Arabian Gulf coast in UAE. 

The expected date for starting commercial operations of the plant is November 2025. 

 

Job Purpose 

Lead and manage all mechanical maintenance activities at the plant, ensuring the plant meets availability, reliability, efficiency, production, and cost targets, safely and within environmental, legal, and contractual requirements. 

Key Responsibilities 

Mobilization Phase: 

  • Recruitment, setup of policies & procedures. 

  • Review O&M manual, process/design issues. 

  • Participate in plant commissioning activities. 

O&M Period: 

  • Manage all maintenance activities through a team of engineers, technicians, and external contractors. 

  • Develop short and long-term maintenance strategies. 

  • Ensure plant meets targets safely and within requirements. 

  • Establish procedures and CMMS processes. 

  • Coordinate maintenance activities with other departments. 

  • Define, manage, and monitor the maintenance budget. 

Key Accountabilities 

Maintenance Management: 

  • Implement maintenance practices per OEM and international standards. 

  • Coordinate planned and unplanned maintenance activities. 

  • Manage long-term contractual services. 

  • Develop and implement long-term maintenance strategies. 

  • Administer Preventive/Predictive/Corrective Maintenance Programs. 

  • Manage spares and consumables inventory. 

  • Ensure adherence to Quality, Health, Safety, and Environmental policies. 

Health, Safety, Environmental & Quality Management: 

  • Ensure adherence to safety, quality, and environmental management procedures. 

  • Perform Permit Acceptor responsibilities. 

  • Promote safe working methods and maintenance practices. 

  • Report and mitigate unsafe acts/conditions, near misses, and accidents. 

Spares, Consumables, and Tools: 

  • Maintain adequate inventories of spares and consumables. 

  • Place requisitions for required spares and consumables. 

  • Ensure necessary tooling is available and certified. 

Governance: 

  • Ensure compliance with laws, directives, and project requirements. 

  • Adhere to corporate policies and procedures. 

Human Resources: 

  • Act as a Subject Matter Expert (SME) in specialized plant areas. 

  • Support the development of Emirati talent. 

  • Lead performance management and staff development. 

Finance: 

  • Contribute to budget planning. 

  • Support the development of department budgets. 

  • Evaluate supporting contracts and monitor contractor performance. 

Qualifications and Skills 

Knowledge: 

  • English proficiency, with Arabic as an advantage. 

  • Understanding of Health, Safety, and Environment Management procedures. 

  • Practical understanding of water treatment, desalination, and auxiliary plant operations. 

  • Knowledge of commercial agreements and local environmental legislation. 

  • Good engineering and practical knowledge of major mechanical components. 

  • Understanding of maintenance activities associated with defect and planned maintenance programs. 

Experience: 

  • At least 5 years of experience as a Mechanical Engineer or in a similar role in an RO Desalination Water Plant. 

  • Hands-on experience with equipment such as RO Pressure Vessels, Pressure Safety Valves, Cartridge Filters, Energy Recovery Devices, Tanks, Pumps, Heat Exchangers, and Cranes. 

  • Strong knowledge of NDT techniques, Condition Monitoring, and standards such as ASME, API, and ASNT codes. 

  • Experience in commissioning and start-up is highly desirable. 

Qualifications: 

  • Engineering-related diploma/degree or equivalent. 

  • Recognized management qualification (optional).

  • Execute RO rack start-ups and shutdowns following SOPs. 

  • Coordinate with the Shift Charge Engineer on Work Permit isolations. 

  • Prepare and maintain operational data reports. 

  • Monitor key parameters using normalization software. 

  • Conduct predictive troubleshooting and diagnose plant faults. 

  • Complete shift and data reports in compliance with WPA, O&M Agreement, and company protocols. 

  • Monitor chemical levels and manage the safe unloading of bulk chemicals. 

  • Support incident reporting, root cause analysis, and corrective action implementation. 

  • Ensure effective shift handovers and coordinate maintenance activities. 

Qualifications and Skills

Your Mission

  • As Principal Resident Engineer in our Middle East Transmission & Distribution department, you will contribute to our mission every day by playing a crucial role in managing and overseeing substation and associated cable and overhead line projects. Your expertise and leadership will ensure project success while strictly adhering to Tractebel’s ethics and compliance guidelines.
  • Your Key Responsibilities
  • Take responsibility for Transmission & Distribution turnkey projects (substations), ensuring coordination and collaboration across all company departments.
  • Guide site supervisory staff across all disciplines to maintain safety, quality, and project progress.
  • Collaborate closely with design teams to ensure project advancement in technical and commercial terms.
  • Prepare and manage all required reports, documentation, and correspondence related to the project.
  • Oversee progress certifications, both technically and commercially.
  • Coordinate interfaces with various disciplines and liaise with client engineers and management.
  • Conduct and attend progress and technical meetings.
  • Manage site acceptance tests and commissioning activities.
  • Ensure compliance with safety rules and health, safety, and environmental (HSE) measures.
  • We Would Love to Hear from People With
  • A Bachelor’s degree in Electrical Engineering.
  • A minimum of 15 years of experience in the Transmission & Distribution (T&D) substation business.
  • Proven experience working on projects for UAE clients such as Transco and ADDC.
  • Expertise in 132 kV, 220 kV, and 400 kV substations and their associated works.
  • Demonstrated ability to manage site supervision for erection, testing, and commissioning of electrical works.
  • Familiarity with project management tools and reporting.
