The mission of the Flex Generation & Retail Global Business Unit (F-GBU) is to contribute to ENGIE’s development and accompany the energy transition, with renewables balancing and industry decarbonation. To achieve this, the GBU will leverage on the industrial and digital expertise of its 15,000 engaged employees.
The GBU has three main activities, with a common challenge/opportunity around the decrease of CO2 emissions:
- Flex Gen: 60 GW of power production capacities – mainly from gas – and power storage; and world #1 in water desalination
- Supply: 22 million B2C contracts of power & gas sales and associated services in 5 main countries; energy access benefitting to 6 million lives in Africa
- Hydrogen: large-scale green hydrogen production and a role of hydrogen coordination within ENGIE
- Battery storage: the newly created BESS cockpit aims to build a portfolio of 10 GW of batteries capacity by 2030.
In Flex Gen, the GBU targets to maintain its operational excellence and reach 90% availability for its fleet. A clear roadmap towards a green portfolio has been set including selective growth in focused geographies and coal exit by 2025 in Europe and 2027 in the World.
In B2C Supply, the GBU aims at increasing the share of services and power sales, while reducing CO2 emissions by 34% from 2017 to 2030 (incl. B2B Supply).
The GBU targets the long-term development of hydrogen, with an objective to build a green hydrogen production capacity portfolio of 4 GW by 2030.
The F-GBU HQ is recruiting : A Process Safety & Risk Engineer
(Based in Paris)
ROLE
• Steer and support the new projects on Process Safety through conceptual up to operational readiness, including also Hydrogen projects.
• Champion the process safety and technological risk during engineering and execution phases of those projects.
• Ad hoc support on Process Safety Management on existing operational assets and entities.
RESPONSIBILTIES
Compliance with laws and regulations
• Interpret regulatory requirements for different countries and ensure that the appropriate HSE studies are developed during the project phases in a timely manner (particularly those required for the permitting process),
• Validate requests submitted for exemption from application of reference procedures.
Process Safety Management and risk evaluation during DESIGN and CONSTRUCTION activities
• Ensure that Process Safety Management principles and best practices are implemented early in the design phase of each project
• Ensure that a risk based approach is undertaken to the development of the project (which may be over and above the basic prescriptive requirements of the country)
• Define the list and contents of process safety deliverables required for the scope of the project and regulatory requirements
• Prepare/review/validate the Scope of Work for the engineering contractors
• Prepare and evaluate the HSE prequalification questionnaires and support the bid assessment processes
• Liaise with the client / partner in terms of permitting support and interfaces on HSE
• Issue/validate studies performed prior to submission to authorities for the permitting process
• Oversight the EPC contractors / Owner Engineers on Process Safety Management
• Review and comment HSE/safety deliverables issued by the contractors
• Track progress on projects ensuring that deliverables are undertaken in a timely manner and at the required quality
• Participate proactively in HSE workshops and monitor, follow up and assess agreed recommendations and ensure their implementation
• Interpret and make recommendations based on findings of the safety studies (QRA / Fire and Explosion studies or similar) to ensure that those can meet the requirement by the local regulatory authorities and Engie’s minimum requirements.
• Provide support in writing the Operational and Safety Manual
• Identify hazards using recognized identifications techniques (HAZID, FMEA, HAZOP, QRA, FERA, SIL)
• Undertake consequence modelling as part of the premilitary assessment of projects or to validate findings of studies undertaken by third parties
• Assess and implement safeguards appropriate for the hazards being considered (like inherent safety in design, active and passive fire protection, human factors engineering…)
• Undertake risk assessment to determine whether safeguards are adequate to mitigate hazards (SIL, LOPA, fault tree…)
Process Safety Management and risk evaluation during COMMISSIONING and OPERATIONS activities
• Prepare, direct or participate in HSE studies and risk assessments undertaken for commissioning, start up and operation of the projects
• Lead Process Safety Incidents Investigations and track implementation of recommendations
CRITICAL SKILLS
• Analytical thinking, writing and reporting skills
• Good to excellent understanding of operational safety
• Excellent command of Process Safety engineering principles for onshore gas plants
• Experienced in consequence modelling techniques
• Demonstrate effective understanding and application of safety regulations and procedures appropriate to the gas industry
• Demonstrate understanding and application of process safety principles in reducing public risk
• Demonstrate understanding and experience of defining emergency actions for hazard identified
QUALIFICATIONS AND EXPERIENCE REQUIRED
• Qualification: Chartered Chemical/Process Safety engineering degree
• Professional experience:
- Minimum 3 years in a similar role,
- Minimum of 5 years in use and interpretation of process hazard analysis software such as PHAST or equivalent,
- Minimum of 7 relevant years in energy or petro-chemical or gas projects.
• Experience in French regulatory requirements/studies (etude de danger) an advantage
• Proven Experience in hydrogen is considered as an advantage.
