1.  JOB DETAILS:

 Management Accountant

2.  JOB PURPOSE:

 

  • Day to day plant efficient accounting, according to good utility practice, international accounting rules (IFRS), SOCPA accounting standards, legal, tax laws, contractual and other requirements
  • Ensure timeliness and quality of accounting and reporting processes;
  •  Adherence to procedures and computerized maintenance management processes as applicable to a prudent financial management, in particular the accounting processes.
  • Assist in the company’s tax filing and compliances
  • Assist in the shareholder’s reporting
  • Assist in the standardization of the accounting policies, procedures and internal controls
  • Assist in the implementation of and migration to SAP HANA ERP
  • Coordinate accounting activities with operation, maintenance, administration, and HSE departments
  • Monitor the finance budget in line with the overall company budget
  • Assist in preparing the long-term business plan
  • Assist in organizing the yearly financial audit

 

 

3.  KEY ACCOUNTABILITIES:

  • Perform day to day plant accounting and coordinates all other accounting activities, according to good utility practice, international accounting rules (IFRS),SOCPA Accounting standards, legal, tax laws, contractual and other requirements
  • Execute the monthly financial closing of the company in coordination with the other team members
  • Preparation of management internal reporting schedules and utilization of schedules for improvement in business processes
  • Prepare the monthly financial closure reports and variance reports to comply with the Monthly financial reporting and financial analysis requirements of the shareholders.
  • Assist in filing tax returns of the Company and coordinate with the tax authorities and consultants for the queries, responses and audits.

  • Liaise with Finance/Procurement/ other departments for efficient management of payment cycle
  • Ensure maintenance of up-to-date and accurate Arabic accounting records in SAP as required by local laws
  • Liaise with government officials, banks, tax advisors etc. for finance related matters as and when required.
  • Determines and schedules the resources and requirements for each activity;
  • Reviews and Adherence to finance, accounting and purchasing Methods and Procedures;
  • reporting of KPI’s and objectives in line with the Business Plan;
  • Establish and implement vertical/horizontal communication within the team to ensure members are well informed and remain engaged with the business.

  • Implements lessons learned processes and other activities to achieve a learning organization;
  • Communication and cooperation with the Operation and Maintenance, HSE, Administration teams

  • Work Level 1 (OSHA scale 1 to 6): the tasks that he/she performs as part of their daily work activities do not represent a risk for their integrity;

  • Risks inherent to the job of Financial Manager while performing inspections, site visits, etc.

 

Personal Protective Equipment:

  • Hard hat/safety helmet;

Recommended HPE (Health Protection Equipment):

  • Ergonomic office equipment;

 

Medical Exams/Laboratory Exams before Taking the Position:

  • Complete medical physical examination;
  • Visual acuity examination.
  • PFT (lung capacity)
  • Audiometric test

 

Recommended for persons older than 45 years:

  • Laboratory tests: complete blood biometrics, blood chemistry: 3 elements (glucose, urea and creatine) and a general exam of urine;
  • Electrocardiogram;
  • X-ray PA of thorax.

 

Medical Criteria for the Position:

  • High Blood Pressure: not to present a TA greater than 135/85 in case of present alteration and individual monitoring program;
  • Obesity: in case of obesity, implement a monitoring and reduction of weight program.

 

 

5.  JOB CONTEXT:

  • Dhuruma O&M company Ltd operates a combined cycle power facility with 1729 MW of power capacity. The company has two shareholders: Kahrabel FZE, with Head Office in Dubai and Aljomaih Energy & Water Company Limited, with Head Office in Riyadh.
  • Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.
  • The project is a Greenfield IPP with a 20 year PPA with single off-taker (SEC) on BOO basis.
  • The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;
  • The Job Holder leads the accounting dept. He is responsible for setting Objectives, delivering targets (quantity and quality) as well as execution of the company strategy.

 

 

6.  PROBLEM SOLVING:

  • The Job Holder is supposed to act and find solutions to (potential) problems within the Department; however he is responsible for keeping the CFO informed.

 

7.  COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:

  • Internal: The General Manager, Finance dept, Operation, Maintenance, Administration, HR, HSE;
  • External:
  • Owner, Dhuruma Electricity Company, through the O&M agreement
  • Suez Services Saudi, the Gas Turbine long term services agreement contractor
  • Saudi Electricity Company, the Off-Taker
  • Saudi Authorities
  • Other Contractual Counterparties, Contractors, Suppliers, Equipment Manufacturers and Vendors.

10.  QUALIFICATIONS, EXPERIENCE AND SKILLS:

 

Essential Qualifications:

  • University degree in accounting, preferably  with additional relevant qualifications such as ACCA/CMA

 

 

Experience:

  • At least 3 years experience in the accounting preferably of a large combined cycle power plant,
  • Knowledge of both IFRS and and SOCPA accounting standards applied to the IPP business in KSA
  • Knowledge/Experience with SAP HANA
  • Knowledge/Experience with KSA Tax Laws
  • Knowledge/Experience of financial closing and reporting.
  • Knowledge of the main database platforms used  – (SAP, MS Office)
  • Knowledge of KSA or Middle East working practices and customs
  •  preferably working within a multi-cultural environment
