In accordance with the European Commission’s decision of 3 December 2009 accepting the commitments proposed by ENGIE (*), ENGIE is informing the market that a new commercialization procedure will take place for regasification capacities at the Fos Cavaou LNG terminal for the capacities not subscribed after the transfer procedures conducted between 2010 and 2017. Those procedures led to the transfer to a shipper of a batch of 1 Gm3/year for 5 years (2011-2015).
The regasification capacities made available on the market at the Fos Cavaou LNG terminal, connecting to France’s South Zone, will amount to 2 Gm3/year as of 1 January 2019. They will be marketed under the control of the Trustee in charge of monitoring the above commitments, according to the same procedure as the one of 2017 (“Commercialization procedure for capacities at the Fos Cavaou LNG terminal”).
ENGIE therefore invites all companies which are considering booking the capacities proposed by ENGIE at the Fos Cavaou LNG terminal to attend an informational meeting on the commercialization procedure. An information memorandum about the commercialization procedure for capacities at the Fos Cavaou LNG terminal will be made available prior to this meeting.
The Commission de régulation de l’énergie (CRE – the French Energy Regulatory Commission), the Trustee, and Fosmax LNG have also been invited to attend this meeting.
The meeting will take place on the 28th of March 2018 at 2.00 pmat the head office of ENGIE, at the following address:

Outcome of the terms for capacity commercialization by ENGIE at the Fos Cavaou LNG terminal in 2011
Within the framework of its commitments to the European Commission concerning the release of long-term regasification capacities at the Fos Cavaou LNG terminal, ENGIE offered to sell two separate 1 GM3/year units of capacity to third parties, starting from January 1, 2012 for one and from January 1, 2016 for the other, both ending no later than on March 31, 2030. Interested parties had until April 14, 2011 to qualify. On that date, with no application for qualification from any participant having been received, the procedure was therefore closed.
ENGIE is not in a position to be able to transfer 32 GWh/day at the Dunkirk entry point of the GRTgaz network starting from October 1, 2010 and until September 30, 2026. In accordance with the commitments made to the European Commission, ENGIE will transfer a second capacity unit of 1 GM3/year to the Montoir de Bretagne LNG terminal from October 1, 2011 and until December 31, 2035. This second capacity unit will be commercialized by Elengy simultaneously with the one transferred to this terminal from October 1, 2010 and until December 31, 2035, as part of the procedure presented by Elengy to the CRE (Regulatory Commission for Energy).
As part of its commitments to the European Commission concerning the release of long-term regasification capacities at the Fos Cavaou LNG terminal, ENGIE offered to sell two separate 1 GM3/year units of capacity to third parties, starting on January 1, 2011 and ending twenty years after the beginning of the commercialization of the terminal at the latest. Interested parties had until May 21, 2010 to qualify and until May 28, 2010 to submit an allocation offer.
The first commercialization procedure for these capacity allocations was closed on June 2, 2010. It led to a capacity unit of 1 GM3/year for five years (2011-2015) being sold to a transporter.
The remaining capacity will be offered to the market again during the course of 2011 at the latest and will follow the same procedure, the terms of which are described in the information memorandum, which is available to download on the ENGIE website.
This commercialization procedure completes the first phase of ENGIE’s commitments regarding the release of long-term capacities at various entry points in the French network with effect in 2010 or 2011, as required by the European Commission.
